Who can receive this baptism or filling of the Holy Spirit?

When Peter was filled with Spirit and preached that great message, he quoted the prophet Joel and said “In that last days, God says, I will pour out my Spirit on all people" (Acts 2:17).

When he finished that sermon he gave an altar call of sorts.
"Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit. The promise is for you and your children and for all who are far off—for all whom the Lord our God will call" (Acts 2:28-29).

So, anyone who has repented of their sin and has received the gift of salvation through faith in Jesus Christ is qualified to receive the baptism – filling – of the Holy Spirit.
